Sub: Automatic restoration of Commuted Portion of Pension and payment of Additional Quantum of Pension/Family Pension.

Guidelines on “Restoration of Commuted Portion of Pension after 15 years of retirement” and “Payment of Addition Quantum of Pension/Family pension to Pensioners /Family Pensioners of 80 years of age and above” has already been issued vide this office Circular No. 165 dt. 22.02.2013 are reiterated as under:

1. Restoration of Commuted Portion of Pension after 15 years of retirement:-

(i) Where the commutation of pension is/was simultaneous with the retirement, the commuted portion of pension shall be restored after expiry of 15 years with effect from the date of retirement, if payment of commuted value of pension is made during the first month of retirement leading to appropriate reduction on account of commutation in first pension itself.

How to change Pension Bank Account


सेंट्रल पेंशन अकाउंटिंग ऑफिस (सीपीएओ) पेंशन डिस्बर्स करता है। वह पेंशनर का पैसा उसके बैंक अकाउंट में भेजता है। यह रकम ऑथराइज्ड बैंक में भेजी जाती है। फ्रॉड से बचने के लिए सीपीएओ अक्सर बैंक खाते में बदलाव करने से बचता है। हालांकि अगर पेंशन पाने वाले को बैंक या ब्रांच एक्सेस करने में दिक्कत हो रही है, तो वे बैंक या ब्रांच बदलने की एप्लिकेशन दे सकते हैं।

कैटिगरी
सीपीएओ यह बदलाव तीन तरह से करता है। पहला तो उसी बैंक की किसी और ब्रांच में पेंशन भेजी जा सकती है। दूसरा, किसी लोकेशन के किसी और बैंक में और तीसरा बदलाव सभी लोकेशन और बैंक को लेकर किया जा सकता है। इसमें पहली कैटिगरी का बदलाव सबसे आसान है। दरअसल, बैंकों के पास डेजिग्नेटेड लिंक बैंक होता है, तो पेंशन प्रॉसेस करता है।

ऐप्लिकेशन

उसी लोकेशन में पेइंग बैंक में बदलाव या अलग लोकेशन पर किसी बैंक में पेमेंट के लिए पेंशन पाने वाले को रिटेन एप्लिकेशन देनी होती है। इसे पुराने बैंक के मैनेजर से अटेस्ट करवाना होता है।

कॉपी
ट्रांसफर रिक्वेस्ट की कॉपीज पुराने और नए बैंक की लिंक ब्रांच को भेजी जाती है। इसकी एक कॉपी सीपीएओ के पास भी जाती है। वह बैंक डिटेल में जरूरी बदलाव करता है और नए अकाउंट में पेंशन भेजने की व्यवस्था इस तरह से होती है। इस लेटर के साथ पेंशन पेमेंट ऑर्डर भी अटैच करना पड़ता है।

प्रॉसेस
आप ट्रांसमिशन के दौरान भी नई ब्रांच में पेंशन पा सकते हैं। इसके लिए पीपीओ और ट्रांसफर रिक्वेस्ट दिखानी पड़ती है।

इन बातों का ख्याल रखें
1. नया बैंक रिक्वेस्ट लेटर और पीपीओ के आधार पर प्रॉसेस कंप्लीट हुए बगैर भी 3 महीने तक पेमेंट कर सकता है।

2.पुराने बैंक की ओर से आखिरी पेमेंट की तारीख पीपीओ की बैंक कॉपी पर दी जाती है।

3. इसे लिंक बैंक को भेजा जाता है, ताकि डबल पेमेंट की गलती न हो।

मध्य प्रदेश के सहकारिता कर्मचारियों के लिए लागू होगा नया पेंशन फार्मूला



मध्य प्रदेश की शीर्ष (अपेक्स) सहकारी(Apex Bank) संस्थाओं के कर्मचारियों के लिए नया पेंशन फार्मूला (New Pension Formula) लागू हो सकता है। केरल की तर्ज पर भविष्य निधि राशि के बेहतर प्रबंधन के जरिए पेंशन दोगुनी की जा सकती है। इसके लिए सहकारिता विभाग के उपसचिव मनोज सिन्हा की अगुआई में भेजे दल ने रिपोर्ट तैयार कर ली है। इसके मद्देनजर सरकार से पेंशन का नया मॉडल लागू करने को लेकर सैद्धांतिक सहमति मांगी जा रही है। सूत्रों के मुताबिक सहकारी संस्थाओं के कर्मचारी पेंशन बढ़ाने की लंबे समय से मांग कर रहे हैं। अभी भविष्य निधि खाते में जो राशि जमा होती है, उसके हिसाब से पांच हजार रुपए महीना

Attention is invited to this office OM No. CPAO/IT&Tech/Scheme Booklet/2015-16/1666 dated 16.10.2015 directing the banks to ensure that modified format of Life Certificate is used by all paying branches which also provides for acknowledgment to Pensioners. Vide Correction slip no. 24, dated 12.10.2015, the Life Certificate has been modified and circulated to all concerned. The updated format of Life Certificate has also been provided on CPAO’s website i.e. www.cpao.nic.in.

Sub: Clarification of Deferred withdrawal of lump sum
PFRDA (Exits and Withdrawals from Nation Pension System) Regulations 2015 provides option to subscriber to defer withdrawal of lump sum (60%) up to the age of 70 years.
Under the Deferred withdrawal facility, the subscribers at the time of exit from National Pension System (NPS) can exercise an option to defer the withdrawal of eligible lump sum withdrawal and stay invested in the NPS

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1.7.2015.

The undersigned is directed to refer to this Department’s OM No. 42/10/2014- P&PW(G) dated 27th April, 2015 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 113% to 119% w.e.f. 1st July, 2015.

2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensloners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are lndian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department’s OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008- P&PW(B) dated 15.9.2008.

3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 1/3rd commuted portion of pension as well as revision of the restored amount in terms of this Department’s OM No. 4/59/97- P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR @ 119% w.e.f. 1.7.2015 on full pension i.e. the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 of the a.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM No.4/29/99-P&PW (D) dated. 12.7.2000 refer.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CPL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No. 1/3/2015-E.II(B) dated 23rd September, 2015.

New Pension System – Snatching pension like taking away right to live from pensioners.

Government employee when gets retired has only source of income in the form of pension. If pension is denied to pensioners that means something inhuman has been slapped on pensioners. Moreover government jobs are preferred over private jobs only because of Pension. But with the implementation of New Pension Scheme government sector has taken away the right to live from government employees. Bharat Pensioners Samaj in their meeting with 7th CPC gave presentation on the pension and tried to convince the 7th CPC; why pension should be continued and what problems pensioners are facing due to less emoluments in pension.

Quantum of pension
Pension of Govt. employees need to be 65% of last drawn as per 5th CPC study (TECS ). Correspondingly Family Pension to be 45% of last drawn.Fitment benefit exactly same as for employees. BPS urge 7th pay comm. to recommend accordingly to do justice .

Subject: NLCC access to CRA system to view and Print Statement to Transaction and E-PRAN
All the Aggregators are hereby informed that NPS lite collection centre’s (NLCCs) can now access the CRA system (www.npscra.nsdl.co.in) to view and print statement of Transaction (SOT) and E-PRAN card of underlying NPS Lite/Swavalamban subscribers.
At present, the NPS Lite Oversight Offices (NLOOs) and NPS Lite Account Offices (NLAOs) have an access to the CRA system. With the new feature made available in the CRA system, then NLCCs can access CRA system using one time password (OTP). The NLCCs who have obtained10 digit NLCC Registration number and have registered their mobile number in the CRA system can use this option to access the CRA system.
The Statement of Transaction (SOT) can be viewed and downloaded by NLCC financial yearwise
The E-PRAN card can be generated/downloaded by NLCCs can also print the E-Pran card. The E-PRAN card is similar to a physical PRAN card and will display the same details alongwith photograph and signature of the subscriber. However, physical PRAN card cannot be replaced by E-PRAN Card. The subscribers will be required to produce the physical PRAN card wherever necessary. CRA shall continue sending the physical PRAN card as per the approved process.

Subject : Empanelment of public spirited senior level retired Civil / Defence Service Officers as National Level Monitors(NLMs) for monitoring implementation of rural development programmes.

The undersigned is directed to refer to Ministry of Personnel, Public Grievances & Pensions, Department of Pension & Pensioners’ Welfare D.O. letter No.4/36/2013-P&PW(D) dated the 23rd December, 2013 and to say that the Ministry of Rural Development has evolved a comprehensive system of independent third party monitoring of implementation of its rural development programmes across the country by deputing Individual and Institutional National Level Monitors(NLMs) who are public spirited senior level retired Civil/Defence Service Officers and Academia, for ensuring accountability and transparency in the execution of various programmes of this Ministry. The experience/exposure to rural development and rural development related programmes is required for empanelment as Individual NLM. The empanelment of NLMs are done against open advertisement issued in the leading Newspapers and on the website of the Ministry inviting applications from eligible and willing Individuals and Institutions for empanelment as NLMs. As per the scheme, following categories/level of retired officers having working knowledge on computer use, upto the age of 65 years as on specified date of publication of advertisement, are eligible for empanelment as Individual NLM:


a) ex-service officer from the Armed Forces of the rank of Lt. Colonel and above,
b) retired officers of Para Military Forces having equivalent rank to Lt. Colonel or above in the Armed Forces,
C) retired Central/State Government Officers including IT professionals and Management Experts of the level of Deputy Secretary and above to the GOl,
d) retired Engineers of the rank of Superintendent Engineer and above in Central/State Government,
e) retired officers of the rank of Deputy Secretary in the offices of AGs and the Comptroller and Auditor General of India.
f) retired police officers of the rank of Superintendent of Police and above.
g) retired professors of any recognized University/Research Institutionsl Scientific organization, and
h) retired PSU/PSB officers of the rank of Deputy General Manager and above
2. This Ministry pays TA/DA and other monitoring charges to the NLMs as per terms and conditions of their services, The reports submitted by the NLMs are sent to the Programme Divisions of this Ministry for taking follow-up action on all the NLM reports. The reports of NLMs are also shared with the District Collector and the Chairman of the Vigilance and Monitoring Committee of the district for corrective measures.
