Central Govt staff protest against pay panel recommendations

The Central Government employees on Friday protested against the Seventh Pay Commission and observed a black day.

Shiva Gopal Mishra, General Secretary, All India Railwaymen’s Federation and Convener, NJCA, said “almost all the Central Government employees have joined today’s (Friday) protests and have pledged for sustained struggle”.

88-Yr-Old Former Joint Secretary Jailed For A Year In DA Case

An 88-year-old former joint secretary in the Ministry of Commerce has been sentenced to one year in jail by a Delhi court in an over 30-year-old case for amassing disproportionate assets of over Rs 23 lakh. 

The court awarded the jail term to Krishan Bahadur, resident of East of Kailash here, saying that if people in such high posts on whom public reposes great faith, indulge in looting public resources, nothing will be left for poor masses of the country.

Income Tax Employees’ Unions To Observe Black Day Today Against Pay Commission

Taxmen across the country will be observing a "black day" on Friday to protest against some of the "retrograde recommendations" of the seventh pay commission, the Income Tax Employees Federation, Mumbai, said here.


The federation also claimed that other Central government employees will also join them and will be wearing black badges and holding demonstrations outside their offices during the lunch-hour . The federation will be holding a massive demonstration in front of Aayakar Bhavan, the income tax headquarters here, at 3 pm on Friday.

7TH CPC - Battle for recognition

The much-awaited Seventh Pay Commission report has left the paramilitary forces, whose concerns have remained largely unaddressed, high and dry.

Doctors will be less motivated to join and continue in government services if 7th Pay Commission is implemented, suggests consensus among doctors in Delhi.

Uniform Fitment Factor recommended by 7th Pay Commission

The existing PB-1, this index is 2.57, increasing to 2.62 for personnel in PB-2 and further to 2.67 from PB-3. The rationalised entry pay so arrived has been used in devising the new pay matrix.

The 7th Pay Commission recommended uniform fitment factor for all group of Central Government employees. The commission says that the fitment recommended by the VI CPC was in the form of grade pay. Any inconsistency in the computation of grade pay or in the spacing between pay bands has a direct bearing on the quantum of fitment benefit. It has been demanded by a majority of the stakeholders that there should be a single fitment factor which should be uniformly applied for all employees.

The 7th central pay commission (CPC) was not supposed to look into the National Pension System (NPS). The terms of reference of the body headed by ex-judge Ashok Mathur limited the mandate in this regard to only the Old Pension System (OPS). Yet, the number of grievances and complaints were so many that the commission decided to deal with it in detail. The grievances ranged from lack of basic elements such as a grievance redressal mechanism to disadvantages in the tax regime and structural issues.

Child Care Leave (CCL) for single male parent recommended by 7th Pay Commission report

New Delhi: The Seventh Pay Commission report has recommended Child Care Leave (CCL) for single male parent, which is currently given to only women employees.

CCL is granted to women employees for a maximum period of two years (730 days) during their entire service for taking care of their minor children (up to eighteen years of age).

The Pay Commission, headed by Justice A K Mathur, submitted its recommendations to Finance Minister Arun Jaitley yesterday.

“The Commission notes that in the event a male employee is single, the onus of rearing and nurturing the children falls squarely on his shoulders.

“Hence extension of CCL to single male parents is recommended,” the report said.

It also recommended CCL at 100 per cent of the salary for the first 365 days, and 80 per cent of the salary for the next 365 days.

CCL was first introduced by 6th Central Pay Commission.

The report also said there is a “palpable need” to bring in some inhibiting feature so as to ensure that only genuinely affected employees avail of this scheme.

“Towards this end, the Commission recommends that CCL should be granted at 100 per cent of the salary for the first 365 days, but at 80 per cent of the salary for the next 365 days,” the report said.

The report further said that the Commission recognises the additional responsibility on the shoulders of employees who are single mothers.

“Accordingly, it is recommended that for such employees, the conditionality of three spells in a calendar year should be relaxed to six spells in a calendar year,” the 900-page report said.

In making the recommendation, the Commission said it has also kept in mind the fact the concept of a paid (whether 100 per cent or 80 per cent) leave solely for child care for a period of two years, “is a liberal measure unmatched anywhere else”.

नई दिल्ली। वेतन आयोग की सिफारिशों से नाराज रेलवे कर्मचारियों ने आगामी 27 नवंबर को काला दिवस मनाने की घोषणा की है। रेलवे यूनियन एआईआरएफ ने शुक्रवार को कैबिनेट सचिव से मुलाकात कर अपना विरोध दर्ज कराया है।एआईआरएफ के महामंत्री महामंत्री शिव गोपाल मिश्र ने कहा कि नेशनल ज्वाइंट कांउसिल ऑफ एक्शन की बैठक में 7वें वेतन आयोग की सिफारिशों को लेकर चर्चा की गई। इसमें सिफारिशों के विरोध में 27 नंवबर को काला दिवस मनाया जा रहा है। इस बात की जानकारी कैबिनेट सचिव को दे दी गई है। उन्होंने कहा कि 13 लाख से अधिक रेल कर्मचारियों की मांग थी कि उनका न्यूनतम वेतन 26,000 रुपये प्रति माह होना चाहिए, लेकिन ऐसा नहीं हुआ। केंद्र सरकार के शीर्ष नौकरशाह कैबिनेट सचिव का वेतन 2.50 लाख रुपये महीना करने की सिफारिश की गई है। इस प्रकार भारत सरकार के शीर्ष और सबसे निचले स्तर के कर्मचारी के वेतन में करीब 14 गुना का अंतर है।

New Delhi: Finally Achche Din is in horizon for 4 Crore Govt employees and pensioners. Today 7th pay commission have come up with recommendation to increase salary by 23.5%.

Trade Unions and political parties have welcomed this recommendation and congratulated pay commission for this.

Meanwhile in other world of IT industry where lower single digit hike is no longer norm but a reward, panic grew among employees.

Many of these engineers have left PSU and govt jobs to join IT companies. Over the years things have completely changed. Flexible working time has now become 9.5 hours of compulsory punching in office, no onsite assignments, no free/discounted food at canteen, no free biscuit now no free tea/coffee.

7TH CPC - Changes recommended in MACP Scheme

7th Pay Commission is of the view that there is no justification for increasing the frequency of MACP and it will continue to be administered at 10, 20 and 30 years as before.

In the new Pay matrix, the employees will move to the immediate next level in the hierarchy. Fixation of pay will follow the same principle as that for a regular promotion in the pay matrix.

MACP will continue to be applicable to all employees up to HAG level except members of Organised Group `A’ Services where initial promotions up to NFSG are time bound and hence assured.

7th CPC recommendation on – Children Education Allowance (CEA)

8.17.11 CEA is paid to government employees to take care of schooling and hostel requirements of their children. The rates of CEA are double for a differently able child.
8.17.12 Many demands have been received regarding CEA. It has been requested that the amount be suitably raised and CEA should be extended for Graduation/Post Graduation level studies also. The Commission has received an overwhelming number of requests for simplification of the procedure for reimbursement.

7TH CPC - Grade pay abolished

“Considering the issues raised regarding the Grade Pay structure and with a view to bring in greater transparency, the present system of pay bands and grade pay has been dispensed with and a new pay matrix has been designed. Grade Pay has been subsumed in the pay matrix. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the pay matrix,” the report says.

Towards this end, the report recommends that a fitment factor of 2.57 to be applied uniformly for all employees. That is, employees will see their pay increase by 2.57 times in a one-time increase to bring uniformity to the new pay matrix, Justice A. K. Mathur, Chairman of the Commission said.

10 big recommendations of the seventh Pay Commission

The seventh Pay Commission, headed by Justice AK Mathur, on Thursday submitted its report to Finance Minister Arun Jaitley. The recommendations, once cleared by the Cabinet, will lead to a substantial hike in salaries of central government employees and pensioners with effect from January 1, 2016. The salary hikes are expected to boost sales of affordable homes and consumer durables, which in turn will drive demand in the economy. 


Here are 10 big recommendations of the seventh Pay Commission:


1. Basic salaries of 47 lakh serving government employees will go up by 16 per cent, while their allowances will rise by 63 per cent. As a result, the overall hike in salaries will be 23.55 per cent. This compares with the 35 per cent salary hike central government employees got on implementation of the sixth Pay Commission in 2008.

2. The house rent allowance has been increased by a massive 139 per cent; 52 allowances have been done away with, while 36 allowances have been subsumed in existing allowances or in newly proposed allowances. 

3. Pension of 52 lakh retired employees will go up by 24 per cent, according to the recommendations of the seventh Pay Commission.

4. A system on the lines of One Rank One Pension (OROP) for the armed forces has also been proposed for government officials for the first time.

5. The minimum salary for central government employees has been fixed at Rs 18,000 per month. The salary for employees in the apex scale has been capped at Rs 2.25 lakh per month. However, the salary of cabinet secretary (the highest-ranking civil servant) has been fixed at Rs 2.50 lakh per month.

6. Central government employees will get an annual increment of 3 per cent. The seventh Pay Commission has also recommended the abolition of grade pay and pay band for central government employees. 

7. Introduction of a health insurance scheme has been recommended. Many steps have been recommended to improve the New Pension Scheme (NPS).

8. Military Service Pay (for armed forces) for service officers has been more than doubled to Rs 15,500 per month. Short service commissioned officers will be allowed to exit the armed forces at any point in time between 7 to 10 years of service. A uniform retirement age for all paramilitary forces at 60 years has been proposed.

9. The government will incur and additional expenditure of Rs 1.02 lakh crore to pay higher salaries and pensions recommended by the seventh Pay Commission. Of this, Rs 28,000 crore will go for salary hikes of railway employees. 

10. According to the finance minister, the implementation of the Seventh Pay Commission will impact the fiscal deficit by 0.65 per cent of GDP.

Normal Fitment of pay
Ms. ABC is presently drawing a Basic Pay of  Rs.12,560 in GP 2400. For Normal Fitment, her Basic Pay will first be multiplied by a factor of 2.57 and then rounded-off to the nearest Rupee.In this case 12560 x 2.57 = 32,279.20, which will be rounded-off to ₹32,279. She will then be placed in the Pay Matrix in the Level corresponding to GP 2400 (Level 4 in this case)in a cell either equal to or next higher to ₹32,279.In this case, her salary will be fixed at ₹32,300

Upgraded by Seventh CPC
1. The new basic pay will be computed using the upgraded grade pay. The pay arrived will be as follows:
Basic Pay: 10160+2800=12,960.
2. Then this value will be multiplied by a factor of 2.57 and then rounded-off to the nearest Rupee. In this case 12960 x 2.57 = 33,307.20, which will be rounded-off to ₹33,307. She will then be placed in the Pay Matrix in the Level corresponding to her upgraded Grade Pay, i.e. GP 2800 (Level 5 in this case) in a cell either equal to or next higher to ₹33,307. In this case, her salary will be fixed at ₹33,900.

Promotion/MACP
Suppose, Ms. ABC, who, after having been fixed in the Pay Matrix, is drawing a Basic Pay of ₹28,700 in Level 4. She is upgraded to Level 5 (either regular promotion or through MACP).
Then her salary will be fixed in the following manner:
1. She will first be given one increment in her current Level 4 (to ₹29,600 in this case).
2. Then she will be placed in the Level 5 at a Level equal to or next higher compared to ₹29,600, which comes to ₹30,100 in this case.

Annual Increment
Suppose, Ms. ABC, who, after having been fixed in the Pay Matrix, is drawing a Basic Pay of ₹32,300 in Level 4. When she gets an annual increment on 1st of July, she will just move one stage down in the same Level. Hence, after increment, her pay will be ₹33,300

7th Pay Commission recommends - OROP for civilians too & 23.55% hike;

NEW DELHI: In a big bonanza to central government employees and pensioners, the seventh Pay Commission on Thursday recommended a 23.55 per cent increase in salary, allowances and pension along with a virtual one-rank-one-pension for civilians, involving an additional outgo of Rs 1.02 lakh crore a year.

A minimum pay of Rs 18,000 per month and a maximum of Rs 2.5 lakh per month has been recommended by the commission, headed by Justice A K Mathur, that presented its 900-page report to finance minister Arun Jaitley here.
