VERY BAD NEWS - सरकार ने किया साफ,रद्द नहीं होगी एनपीएस,

नई दिल्ली।सरकार ने साफ कर दिया है कि उसका नई पेंशन योजना को रद्द करने का कोई इरादा नहीं है।वहीं सरकार की दो टूक के बाद भी रेलवे के नेता लगातार इस मुद्दे पर कर्मचारियों को गुमराह किये हुए हैं।दावा किया जा रहा है कि एनपीएस को लेकर अगले माह हड़ताल करने की घोषणा की जा सकती है।लेकिन रेलवार्ता को मिली जानकारी के अनुसार दोनों फेडरेशन ही इस मुद्दे पर एक राय नहीं हैं। ऐसे में एक बार फिर कर्मचारियों को निराशा हाथ लगने की पूरी पूरी उम्मीद है। कर्मचारियों का कहना है कि जब सरकार ने साफ कर दिया है तब फिर दोनों फेडरेशन हड़ताल का एलान क्यों नही करते हैं।आखिर इन्हें किसका इंतजार है।

एनपीएस पर सरकार ने साफ कर दिया कि इसको रद्द करने पर सरकार किसी तरह का कोई विचार नहीं कर रही है। यानी एनपीएस का दंश कर्मचारियों को हमेशा के लिए झेलने को तैयार रहना होगा। सबसे बड़ी बिडम्बना तो यह है कि पिछली कॉंग्रेस शासित सरकार ने भी इस मुद्दे पर कुछ नहीं किया।ऐसे में भले 2019 में बीजेपी की सरकार चली भी जाये तब भी एनपीएस का रद्द होना नामुमकिन है।
सबसे बड़ी बात तो यह है कि कांग्रेस के 2004 से 2014 के शासन काल मे दोनों फेडरेशन कान में रुई लगाए बैठे रहे। जबकि यह सर्वविदित है कि यह सरकार उन वामपंथी दलों की बैशाखी पर टिकी रही जो अपने आपको मजदूरों का मसीहा बताने से नहीं थकते हैं। इन दस वर्षों तक दोनों फेडरेशन क्यों चुप बैठे रहे,अब कर्मचारी जानना चाहता है।
दरअसल एनपीएस में दोनों फेडरेशनों की सहमति थी।भले अब यह लोग इसे रद्द कराने का नाटक करते घूमें।दोनों फेडरेशन यदि उस वक़्त रेल का चक्का जाम कर देते जब 2004 में इसे लागू किया जा रहा था तब आज यह स्थिति नहीं होती।उस वक़्त तो दोनों हाथों से मलाई खाने वाले फेडरेशन अब इस मुद्दे पर आंदोलन करने का नाटक करते घूम रहे है।

Subject: Recommendations of the Seventh Central Pay Commission – Implementation of decisions relating to the grant of Children Education Allowance (CEA) and Hostel Subsidy – Consolidated instructions

Consequent upon the decisions taken by the Government to implement the recommendations made by the VII Central Pay Commission, this Department has issued an OM of even number dated 16-8-2017 revising the rates of CEA/Hostel Subsidy and simplifying the procedure for claiming reimbursement of the same. However this Department has been receiving various queries regarding CEA/Hostel Subsidy especially with regard to the applicability of various provision/instructions issued during sixth CPC regime/period. Further references have also been received regarding the difficulty being faced by some government employees in obtaining certificate of the Head of the Institution as mentioned in this Department’s OM of even number dated 16-8-2017.

2. Keeping in view the above, it has been decided to issue consolidated instructions in supersession of all earlier OMs on the subject of Children Education Allowance and Hostel subsidy as under:

a) The reimbursement of Children Education Allowance/Hostel subsidy can he claimed only for the two eldest surviving children with the exception that in case the second child birth results in twins/multiple birth. In case of failure of sterilization operation. the CEA/Hostel Subsidy would be admissible in respect of children bornout of the first instance of such failure beyond the usual two children norm.

b) The amount for reimbursement of Children Education allowance will he Rs.2250/-per month (fixed) per child. This amount of Rs.2250/- is fixed irrespective of the actual expenses incurred by the Govt. Servant. In order to claim reimbursement of CEA, the Govt. servant should produce a certificate issued by the Head of the Institution for the period/year for which claim has been preferred. The certificate should confirm that the child studied in the school during the previous academic year. In case such certificate can not he obtained, self- attested copy of the report card or self attested fee receipt(s) ( including e-receipt(s)) confirming/indicating that the fee deposited for the entire academic year can be produced as a supporting document to claim CEA. The period/year means academic year i.e. twelve months of complete academic session.

c) The amount of ceiling of hostel subsidy is Rs.6750/- pm. In order to claim reimbursement of Hostel Subsidy for an academic year, a similar certificate from the Head of Institution confirming that the child studied in the school will suffice, with additional requirement that the certificate should mention the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential complex. In case such certificate cannot be obtained, self- attested copy of the report card and original fee receipt(s)/e-receipt(s) which should indicate the amount of expenditure incurred by the Government servant towards lodging and boarding in the residential complex can be produced for claiming Hostel Subsidy. The expenditure on boarding and lodging or the ceiling of Rs.6750/- as mentioned above, whichever is lower, shall be paid to the employee as Hostel Subsidy. The period/year will mean the same as explained above in clause (b) of this para.

d) The reimbursement of Children Education Allowance for Divyaang children of government employees shall be payable at double the normal rates of CEA prescribed above in clause (b) i.e. Rs.4500/- per month (fixed).

e) The above rates/ceiling would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%.

f) The Hostel Subsidy and Children Education Allowance can be claimed concurrently.

g) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance and Hostel Subsidy.

h) The reimbursement of CEA and Hostel Subsidy will he done just once in a financial year after completion of the financial year.

i) Hostel subsidy is applicable only in respect of the child studying in a residential educational institution located at least 50 kilometers from the residence of the Government servant.

j) The reimbursement of Children Education Allowance and Hostel Subsidy shall have no nexus with the performance of the child in his class. In other words, even if a child fails in a particular class. the reimbursement of Children Education Allowancelf-Iostel Subsidy shall not be stopped. However, if the child is admitted in the same class in another school, although the child has passed out of the same class in previous school or in the mid-session, CEA shall not be reimbursable.

Subject :- Restoration of pension in respect of Defence Service Personnel who had drawn lump sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies-delinking of qualifying service of 33 years for revised pension with effect from 01.01.2006.

Reference:- This office Circular No. 568 dated 13.10.2016 and Circular No. 592 dated 05.12.2017.

A Copy of Govt. of India, Ministry of Defence, Deptt of ESW letter No. 1(04)/2007/D(Pen/Pol) dated 20.06.2018 on the above subject, which is self explanatory, is forwarded herewith for your information, guidance and necessary action.

2. In terms of GoI, MoD letter No. 1(2)/2016-D(Pen/Pol) dated 30.09.2016, revised consolidated pension and family pension of pre-2006 Armed Forces pensioners w.e.f. 1.1.2006 shall not be lower than 50 % and 30% respectively of the minimum of the pay in the pay band plus grade pay corresponding to the pre-revised scale from which the pensioner had retired/ discharged/ invalided out/ died including Military Service Pay and “X” Group pay, if any, without pro rata reduction of pension even if they had rendered qualifying service of less than 33 years at the time of retirement.

3. Now it has been decided by the Government that while determining the revised pension of above said category of absorbe pensioners/family pensioners with effect from 1.1.2006, the pension/ family pension shall also be revised in accordance with the provisions contained in the GoI, MoD letter No. 1(2)/2016-D(Pen/Pol) dated 30.09.2016 referred above.

4. The pension in terms of this order will be revised by the respective Pension Sanctioning Authorities Suo-moto by issuing Corrigendum PPOs in all affected cases. No application in this regard shall be called for either from the pensioners or from the PDAs concerned. Further, PDAs would also brought into notice of PSAs, such left out cases, if any, for revision of pension.

5. All other terms and conditions shall remain unchanged.

स्टेट बैंक ऑफ इंडिया (SBI) के 70 हजार कर्मचारियों और अधिकारियों ने बैंक से उनके ओवरटाइम का पैसा लौटाने को कहा है। नोटबंदी के दौरान अधिकारियों ने रात-दिन एक करके काम किया था। यहां तक कि छुट्टी वाले दिन भी वे बैंक जाते थे जिससे उनका काफी ओवरटाइम लगा था, तब इन अधिकारियों और कर्मचारियों से वादा किया गया था कि उनके ओवर टाइम के लिए अतिरिक्त भुगतान दिया जाएगा। बैंक ने अपना वादा निभाया भी और इन कर्मचारियों को ओवरटाइम के लिए भुगतान किया गया लेकिन अब बैंक दिया हुआ पैसा वापिस मांग रहा है। दरअसल भारतीय स्टेट बैंक में विलय हो चुके एसोसिएट बैंकों के 70,000 से ज्यादा कर्मचारियों को आदेश दिया गया है कि वे अतिरिक्त भुगतान के पैसों को वापिस करें। कर्मचारी इस आदेश के बाद बैंक से नाराज हैं।

SBI का तर्क

एसबीआई ने अपने सभी जोनल हेडक्वार्टर को जो खत भेजा है उसमें लिखा है कि बैंक सिर्फ अपने कर्मचारियों को ही अतिरिक्त काम के लिए पैसा दें न कि पूर्व एसोसिएट बैंकों के कर्मचारियों को। एसबीआई ने पत्र में अपने सभी जोनल मुख्यालय को स्पष्ट लिखा है कि 2016 में नोटबंदी के दौरान ओवर टाइम के लिए एसोसिएट बैंक के कर्मचारियों को दिया गया पैसा वापस लिया जाए। अतिरिक्त भुगतान केवल उन कर्मचारियों के लिए था जो एसबीआई की शाखाओं में काम करते थे। बैंक ने कहा कि जब ओवर टाइम के लिए अतिरिक्त भुगतान की घोषणा की गई थी तब एसोसिएट बैंकों का विलय एसबीआई में नहीं हुआ था, इसलिए उनके कर्मचारी तकनीकी रूप से तब एसबीआई के कर्मचारी नहीं माने जाएंगे। इस कारण वे अतिरिक्त भुगतान के भी हकदार नहीं क्योंकि उन्होंने जो ओवर टाइम लगाया था उसका मुआवजा देने की जिम्मेदारी एसबीआई की नहीं। साथ ही एसबीआई ने कहा कि इन कर्मचारियों के भुगतान की जिम्मेदारी पांच बैंकों की थी नोटबंदी के दौरान स्वायत्त थे।

इतना मिला था ओवरटाइम पर भुगतान

नोटबंदी के दौरान बैंकों के लाखों कर्मचारियों ने तब हर दिन 3 से 8 घंटे तक अतिरिक्त काम किया था। इस ओवरटाइम के लिए अधिकारियों को 30,000 और अन्य कर्मचारियों को 17,000 रुपए तक का भुगतान किया गया था।

2016 को लागू हुई थी नोटबंदी

8 नवंबर 2016 की रात को प्रधानमंत्री नरेंद्र मोदी ने टीवी पर राष्ट्र को संबोधित करते हुए नोटबंदी की घोषणा की थी। मोदी नोटबंदी के दौरान लोगों को पुराने नोट जमा कराने और नए नोट प्राप्त करने के लिए कहा गया था। नोटबंदी के समय न केवल आम जन ने बल्कि बैंक कर्मचारियों ने भी बड़े धैर्य से काम किया था। पुराने नोट जमा करनाने और नए नोट लेने के लिए लोग सुबह से ही बैंक के बाहर लाइनों मे खड़े हो जाते थे। बैंक कर्मचारी भी तब देर रात तक काम करते थे। नोटबंदी को लेकर देशभर में खासी हलचल पैदा हो गई थी।

Punjab Govt Exempts Women Staff From Dope Test

Days after announcing that Punjab’s 3.5 lakh-strong government staff would have to undergo screening for drugs, the state government on Thursday decided to exempt women employees from the test.

The state government has about 90,000 women employees. Sources said the decision to exempt them was taken on the ground that the percentage of women addicted to drugs in Punjab was minuscule and because it would not send the right signal if they are asked to undergo a dope test. It has also been decided that employees will be reimbursed the Rs 1,500 they currently pay for the test.

The Indian Express has learnt that in a set of guidelines issued to Chief Secretary Karan Avtar Singh, Chief Minister Amarinder Singh’s office has said that those on medication for ailments should also be exempted after they submit their prescriptions from a health expert. There were concerns about false positive tests if the employees were on medication.

The guidelines, which have not yet been made public, came in response to a proposal sent to the CMO earlier by the state’s health department, the executing authority of the mandatory dope test, which had sought clarity on the periodicity of the test, the budget the government could set aside for the screening and the category of employees to be tested.

About the periodicity of the test, the guidelines say that in case of employees required to undergo periodic medical examination (IAS, IPS, IFS and Punjab Police officers and employees), the dope test should be included with the other medical tests.

For other employees, if a need is felt to have an annual dope test, it may be prescribed.

The state’s Personnel Department has been asked to issue the guidelines and the Health Department to lay down Standard Operating Procedure (SOP) within a week, say the guidelines.

Earlier, the Health Department had estimated that the one-time cost of conducting dope test on all 3.5 lakh government employees would be around Rs 16 crore. It had also raised concerns about the logistics of the massive exercise, which would entail mobilising the entire health machinery of the state, including all the district-level government hospitals and their staff.

“Since the screening kit for testing a person for 2 psychotropic substances and 8 narcotics drugs costs between Rs 450 to 550 each, we have also sought clarity on whether the government would charge the employees, reimburse them or provide the test free of cost. If they want to charge the employees, we have suggested we should charge them more than our cost as we would be diverting our manpower and infrastructure for screening,” a health department official said.

Respected sir,

The orders, so far issued, by the Postal Directorate shows that there has been wide gap between the recommendations of the committee and implemmtation orders issued by the department of posts. The sanctity of the pay commission or committee has been greatly compromised. We agree that the Govt. does not accept a few recommendations or makes some amendments in other few and mostly in favour of the employees. But, here, the entire report of the Kamlesh Chandra committee has been changed to the detriment of the G.D.S. employees, We discuss hereunder some recommendations as a token:

1. Date of implementation of the recommendations: The committee recommended, that the report as a whole be implemented with effect from 01.01.2016. We also were assured that the committee’s report would be implemented wef from 01-01-2016. But to our dismay we find that according to the orders issued the recommendations that have been implemented take effect from 01.07.2018. We discuss the adverse effects of such orders below :-

(i) Pay Fixation: The effect of the recommendation from 01.07.2018 in stead of 01.01.2016 has severely eroded the salary of the GDS employees – the lowest paid employees of the department. The cumulative effect of the same will run into several thousands and even may go up to lacs. The table below shows the effect of the manipulative orders giving effect to pay fixation from 01.07.2018 vis-à-vis fixation with effect from 01.01.2016
