Subject:- Central Civil Services (Leave Travel concession) Rules, 1988 – Fulfillment of Procedural requirements.

This Department is in receipt of a number of references regarding the procedural difficulties faced by the Government employees in application and settlement of the LTC claims. Sometimes, the Government servants claim that failure to follow the correct procedure was on account of a lack of knowledge of the rules/instructions while in the other cases the delay is caused in the late processing of LTC claims.

Subject: – Procedure for empanelment of retired officers as the Inquiry Officers for conducting Departmental Inquiries– reg.

The undersigned is directed to state that the issue of utilizing the services of retired officers for conducting departmental inquiries had been under consideration of the Department. It has now been decided that panels of retired officers from the Ministries/Departments under Government of India and PSUs would be created and maintained by the respective Cadre Controlling Authorities for conducting Departmental Inquiries against the delinquent officials.

Sub: Deduction of CGHS Contribution on change of Grade Pay by virtue of promotion/grant of NFSG from retrospective date- reg.

cghs-order-contributionThis Ministry is receiving requests from various ministries regarding deduction of CGHS Contribution on change of Grade Pay by virtue of promotion/grant of NFSG from retrospective date. The matter was examined in this ministry and a clarification was issued in this regard vide letter No.S 11030/55/2011-CGHS (P) dated 26/10/2012.

Matter is again clarified as under:
‘In cases where pay of a Government employee is revised from a retrospective date, resulting in change of amount of CGHS contribution payable, contribution at the higher slab rate may be recovered only from the date of issue of the Order, i.e., the date on which the Order upgrading his pay was issued, and not the date from which his pay is being effected (retrospectively).’

Demands of NC JCM Staff Side and the recommendations of 7th Central Pay Commission
NCJCM Staff Side has prepared a common Memorandum with utmost care by incorporating all common and important demands of All Central Government Employees working for Government of India and submitted it to 7th Pay Commission.
Everyone knew that the Common Memorandum was prepared after obtaining demands from all the Federations and Confederations.
In that Memorandum there was 42 demands were placed before 7th Pay Commission and NCJCM had justified their demands with appropriate explanation.
It is just an attempt to find out the fact that Did 7th Pay Commission consider all the 42 proposals? Has it accepted the demands fully or partially?

7. Annual rate of increment @ 5% of the pay.7. The rate of annual increment is being retained at 3 percent
8. Fixation of pay on promotion = 2 increments and difference of pay between present and promotional posts (minimum Rs.3000).8. Fixation of pay on promotion = 1 increment and the difference of pay according to the cell in the Pay Matrix

Nurses to go on relay hunger strike from Tuesday

Protesting against what they are calling as retrograde 7th Pay Commission recommendations for nurses, the All India Government Nurses Federation has announced that they will start a relay hunger strike from January 12.

“The relay hunger strike will be held at Jantar Mantar where nurses from all hospitals will sit every day on hunger strike against the retrograded commission recommendations. The hunger strike will last for 15 days. We have planned that on January 26 nurses across India will be on mass casual leave so that pressure will be created on the government to change the recommendations for nursing cadre,” said All India Govt Nurses Federation’s Anilkumar Bhosale.

The Payment of Bonus (Amendment) Bill, 2015 notified:Increase in the Eligibility Limit under clause (13) of Section 2 and Calculation Ceiling under Section 12 of the Payment of Bonus Act, 2015
The Payment of Bonus (Amendment) Bill, 2015 was passed by the Parliament in the just concluded Winter Session of the Parliament. The Payment of Bonus (Amendment) Act, 2015 has been published in the Gazette of India, Extraordinary on 1st January, 2016 as Act No. 6 of 2016. The provisions of the Payment of Bonus (Amendment) Act, 2015 shall be deemed to have come into force on the 1st day of April, 2014.
The Payment of Bonus (Amendment) Act, 2015 envisages enhancement of eligibility limit under section 2(13) from Rs.10,000/- per month to Rs.21,000/- per month and Calculation Ceiling under section 12 from Rs. 3500 to Rs.7000 or the minimum wage for the scheduled employment, as fixed by the appropriate Government, whichever is higher. The Payment of Bonus (Amendment) Act, 2015 also mandates previous publication of draft subordinate legislations, framed under the enabling provisions under the said Act, in the Official Gazette for inviting objections and suggestions before their final notification.
The Government has been receiving representations from trade unions for removal of all ceilings under the Payment of Bonus Act, 1965. It is also one of the demands made by them during the country-wide General Strike held in February, 2013 and September, 2015. As the last revision in these two ceilings were made in the year 2007 and was made effective from the 1st April, 2006, it was decided by the Government to make appropriate amendments to the Payment of Bonus Act, 1965.
These changes in the Payment of Bonus Act, 1965 will benefit thousands of work force.

Retired Officers Of Impeccable Integrity To Probe Corruption Against Govt Officials

Retired employees of impeccable integrity, sound mental and physical health will be engaged by the Centre for conducting enquiries against Government officials accused of corruption, a move aimed at checking delay in completion of graft cases.

Such employees will be provided a honorarium ranging between Rs30,000 to Rs75,000, per case, in addition to transport allowance of Rs40,000. Besides, Rs30,000 per case will also be given to them if they are not provided with secretarial assistance by the concerned department.

NMC urges PM to constitute national wage commission

The National Mazdoor conference (NMC) today urged Prime Minister Narendra Modi to constitute a national commission to assess and formulate policies for revision of wage structure of the working class. 

"We urge the Prime Minister to constitute a national wage commission to assess and formulate policies for revision of wage structure in respect of working class throughout the country. The issue has not been revisited for more than past two decades," NMC president Subash Shastri said.

Former Chief Justice Of India S.H. Kapadia passes away

He was 68 and is survived by wife, son and a daughter.

Former Chief Justice of India Sarosh Homi Kapadia, who delivered some landmark judgements, passed away here on Monday night following a cardiac arrest, Bombay High Court sources said on Tuesday.

He was 68 and is survived by wife, son, who is a Chartered Accountant, and a daughter.

Justice Kapadia’s funeral was held as per Parsi tradition this evening at ‘Tower of Silence’ at Kemps Corner, South Mumbai.

The judges and staff of the High Court were among those who attended the last rites.

Raise tax deduction limit for long-term savings to Rs 2.5 lakh: Assocham

Government should hike tax-exempted savings limit to Rs 2.5 lakh from Rs 1.5 lakh at present, and re-introduce standard deductions for salaried employees to boost consumption, industry body Assocham has said.

"As Finance Minister Arun Jaitley begins engagements with stakeholders for the ensuing Budget for 2016-17, Assocham has recommended to the government to increase the deduction for long term savings to Rs 2.5 lakh (from Rs 1.5 lakh). And re-introduce the concept of standard deductions for salaried employees who can then give a boost to consumption demand and boost economic growth," Assocham said in a release.
