Subject: Cases of promotion taking place in the pre-revised pay structure between 1.1.2006 and the date of notification of CCS(RP) Rules,2008 and the subsequent merger of the pre-revised pay scales of the promotional and the feeder posts in a common Grade-fixation of pay- Regarding.
The undersigned is directed to say that consequent upon coming into force of the CCS(RP) Rules, 2008, which were notified on 29.8.2008 but are effective from 1.1.2006, fixation of pay on promotion on or after 1.1.2006 is carried out as per Rule 13 thereof. This Rule is invoked only in cases of promotion from one Grade Pay to another in the revised pay structure.

Sub: Inviting comments on the proposed Recruitment Rules to the posts of Data Entry Operator Grade 'E' (Grade Pay Rs 4600) and Data Entry Operator Grade 'F' (Grade Pay Rs. 4800).

Indian Audit and Accounts Department proposes to frame Recruitment Rules (RRs) for the posts of Data Processor (Grade Pay Rs. 4600) and Senior Data Processor (Grade Pay Rs. 4800) hereinafter referred as Data Entry Operator Grade E' and Data Entry Operator Grade 'F'. The proposed RRs containing draft Notification and Schedule given/posted below have been framed in accordance with the Model RRs, circulated by the DoP&T Vide OM N o AB-14017/2/2011-Estt (RR) dated 30.05.2014 and supplementary instructions circulated Vide OM No. No.AB-14017/2/2011-Estt (RR) dated 10.12.2014.


2. In terms of DoP&T OM No AB-1401 7/61/2008-Estt.(RR) dated 13.10.2015, comments on the proposed Notification and Schedule of Recruitment Rules are invited from all stake holders in the following format:

GOOD NEWS - Govt raises monthly bonus calculation ceiling to Rs 7,000 from Rs 3,500

Workers have something to rejoice, as the union cabinet has reportedly decided to double the wage ceiling to Rs 7,000 per month for calculating bonus to people working in organisations having 20 or more employees. 







The Bill also has a provision to increase the eligibility limit for payment of bonus from the salary or wage of an employee from Rs 10,000 per month to Rs 21,000.

The government wants the changes to be effective from 1 April, 2015 and the amendment bill will be placed before the Parliament for approval. 

The move comes in the wake of a one-day strike carried out by 10 central trade unions on 2 September. The government had assured them to revise the wage ceiling and bonus calculation ceiling.

The Central government is empowered to revise the ceiling for monthly bonus calculation under Section 12 of The Payment of Bonus Act 1965, which is applicable to every factory or establishment with 20 or more employee on any day during a financial year.

Earlier, the amendment to the eligibility limit for payment of bonus and the calculation ceilings was done in 2007, which became effective from 1 April, 2006.

Railway is getting hefty investments, reforms beginning to show results

At a time when public investment is sorely needed to crowd in reluctant private investment, it is welcome to note that the Railways is rising to the challenge.
It is coagulating capital on a scale far in excess of what would be possible purely on the strength of support from the general Budget, lowering its operational costs, restructuring the decision-making process to make it faster and setting up a regulator to ensure fair treatment of private partners as they deal with the behemoth. The Railways’ job is to be a vital component of globalising India’s transport infrastructure.

Investing in itself to realise this goal also drives India’s growth. The goal to invest Rs 8.5 lakh crore over the next five years is ambitious but needed, to add and improve the quality of rolling stock, upgrade signalling and increase capacity along the routes that offer maximum revenue potential.
The Railways is raising resources in innovative ways: foreign direct investment in new-age locomotives and coaches, long-term, surprisingly low-cost debt from the Life Insurance Corporation, leveraging railway land around stations to develop commercial real estate via private sector partners, and setting up new corporations for new projects.

It is also developing projects for rail connectivity to many ports and mines. Strikingly, 17 states have agreed to set up special purpose vehicles to undertake projects, raising debt several times its equity to carry out investment.

The Railways expects large-scale procurement orders from the enterprises it owns to enhance the value of these companies that can be discovered by stake sales and listing, leading to larger mobilisation of debt for investment. This amounts to corporatisation of the Railways by the backdoor, without much resistance from the unions.

The Railways is aggressively moving to lower its fuel costs. The long-term strategy is electrification, while the short-term one is to become a licensee that can buy power directly from generation companies such as the Ratnagiri Gas and Power, which will sell it power at Rs 5 a unit, while the Railways pays Rs 7 a unit. Way to go!

All Central Government Departments asked to verify employees service record annually

New Delhi: All central government departments have been asked to verify employees’ service record annually and inform them of any deficiencies thereof in order to check delay in processing their pension.

With the objective of eliminating delays in processing of cases of retiring government servants, the Department of Personnel and Training (DoPT)asked the departments through Office Memorandum No.18019/7/2013-Estt.(L) dated September 3o to immediately undertake an exercise to ensure completion of the entries of service verification and conclude within a defined time-frame.
