BREAKING NEWS SPECIAL: ओबीसी आरक्षण की ढाई दशक पुरानी विसंगति दूर:जागरण ब्यूरो, नई दिल्ली। ओबीसी के बीच पकड़ मजबूत करने में जुटी मोदी सरकार इस कोटे में विसंगतियों को दूर करने की लगातार कोशिश कर रही है। इसके तहत सरकार ने सार्वजनिक क्षेत्र के उपक्रमों, बैंकों और अन्य वित्तीय संस्थानों में ओबीसी में क्रीमीलेयर की पहचान में चली आ रही गड़बड़ी को दुरुस्त कर दिया है। इन संस्थानों में सरकार के समकक्ष क्रीमीलेयर पदों की स्पष्ट परिभाषा नहीं होने के कारण उच्च पदों पर बैठे अधिकारियों के बच्चे भी ओबीसी को मिलने वाले आरक्षण का लाभ उठा रहे थे।

Sub: Travelling Allowance Rules -Implementation of the Seventh Central Pay Commission.
Consequent upon the decisions taken by the Government on the recommendations of the Seventh Central Pay Commission relating to Travelling Allowance entitlements, sanction of the President is conveyed to the revision in the’ Railway Travelling Allowance Rules as set out In the Annexure to this letter.

2. The ‘Pay Level’ for determining the TA/DA entitlement is as indicated in the Railway Services (Revised Pay) Rules, 2016.
3. The term ‘Pay’ in the level for the purpose of these orders refer to Basic Pay drawn in appropriate Pay Level in the Pay Matrix as defined in Rule 3(8) of Railway Services (Revised Pay) Rules, 2016 and does not include Non-Practising allowance (NPA), or any other type of pay like special pay etc.
4. However, if the Travelling Allowance entitlements in terms of the revised entitlements now prescribed result in a lowering of the existing entitlements in the case of any individual, groups or classes of employees, the entitlements, particularly in respect of mode of travel, class of accommodation, etc., shall not be lowered. They will instead continue to be governed by the earlier orders on the subject till such time as they become eligible, in the normal course, for the higher entitlements.
5. The claims submitted in respect of journey made on or after 1st July, 2017, may be regulated in accordance with these orders. In respect of journeys performed prior to 1” July, 2017, the claims may be regulated in accordance with the previous orders dated 01.12.2008.
6. It may be noted that no additional funds will be provided on account of revision in TA/DA entitlements. It may therefore be ensured that permission to official travel is given judiciously and restricted only to absolutely essential official requirements.
7. These orders shall take effect from 15th  July, 2017.

NFIR gives below an illustration relating to no benefit in certain situations where the employee is granted MACP – rectification requested.

In the existing pay matrix the stages of pay are same in most of the levels such as level 2& 3, 6&7,7&8 etc. In this situation, if an employee is upgraded under MACP from one level to another level, his pay will be almost (Exactly) same as he may have drawn even without receiving the benefit under MACP.

Please refer to Board’s letter No.PC-V/2008/A/O/1(NPA), dt 22.09.2008 (RBE No.122/2008) regarding the existing rates of Non-Practising Allowance (NPA) admissible to IRMS Officers and as provided for in para 9 of the Schedule for Rs (RP) Rules,2016, dt. 02.08.2016 (RBE No.93/2016), the question of revision of rates of allowances (except Dearness Allowance) based on the recommendations of the 7th Central Pay Commission were to be notified subsequently and separately. Until then, all allowances were required to be paid at the existing rates in the existing pay structure (the pay structure based on 6th Pay Commission) as if the pay has not been revised w.e.f 1st January 2016. Accordingly, NPA was also required to be paid at the existing rates specified in the aforesaid Board’s letter dt. 22.09.2008 (RBE No.122/2008).

As per Ministry of Finance. Department of Expenditure, EG Branch UO No. A-32022/6/85-EG dated-05.10.1992 Divisional Accountants / Divisional Accounts Officers (DAs/DAOs) are Central Government employees and covered under FR & SR as well the CCS (Pension) Rules. 1972. However, incidences or their Pay & Allowances as well as pension were entirely borne by the respective State Governments. In the absence of any clear instruction on processing the pension cases of DAs/DAOs there has been confusion on the channel through which pension case should be routed, resulting in mis-classification of booking of expenditure.

New Delhi: Corruption is rampant in many of the central government’s offices, despite Prime Minister Narendra Modi’s warning that corruption was eating away at India “like a termite”.

Accordingly, the government should consider to root out corruption in the Indian bureaucracy and the official system through ensuring the proper wages and benefits for government employees.


The 50 lakh central government employees are now getting 14.27 % hike in their basic pay under the recommendation of the 7th Pay Commission, which is the lowest in 70 years.

(Reuters) - Infosys Ltd, in a surprise announcement, said Vishal Sikka has resigned as CEO citing a stream of distractions and disruptions in recent months, pushing down shares of the second-largest Indian IT services firm almost 8 percent on Friday.

7th Pay Commission: Government hikes constant attendant allowance for retired employees

The allowance is sanctioned if, in the opinion of a competent medical authority, a 100 per cent disabled retired employee needs the services of a constant attendant for at least three months.
