Centre red-flags posting of promotee IPS officers in Punjab

New Delhi,  (PTI) The Centre has red-flagged a trend of appointing promotee police officers to head most districts of Punjab on the posts earmarked for Indian Police Service (IPS) personnel in alleged violation of rules.

In all of Punjabs eight border districts, including Pathankot and Gurdaspur, no single direct recruited IPS officer (through civil services exam conducted by UPSC) is posted either as Senior Superintendent of Police or Commissioner of Police (SSPs or CPs), according to a Home Ministry data.
Only three directly recruited IPS officers are working in these positions in Hoshiarpur, Bathinda and Muktasar. In all other places, these positions are manned by either promotee IPS officers or those from state police service, it said. "Non-IPS officers are being appointed to cadre posts. It is a violation of rules that mandates posting of a cadre officer to the cadre posts," a Home Ministry official said

. However, it was denied by Punjab Deputy Chief Minister Sukhbir Singh Badal. "Officials of Punjab Police Service are the most experienced people. These officers have fought militancy. They have 30 years of service experience. It is a work of Director General of Police job to decide who is the best person to post where. Leave this job to the DGP. We are not crossing our boundaries," said Badal, who was here to meet Home Minister Rajnath Singh. Home Ministry may write to the state citing the anomaly in posting non-cadre officers (other than directly recruited IPS officer) like promotee IPS and those from Punjab Police Service as SSPs and CPs, the Home Ministry official said. In Amritsar, Ferozepur, Tarn Taran and Fazilka, no directly recruited IPS officer is posted, he said. "The state government is supposed to take permission from the Centre for posting of a non-cadre officer on cadre posts beyond three months. But it has never sought such permission," the officer claimed. The directly recruited IPS officers are being given other works in headquarters rather than being appointed as SSPs or CPs and on cadre posts meant for them, he said. Punjab has faced two terror attacks--Dinanagar, in July last year and the recent on Air Force base in Pathankot--in about past six months time. The state has 141 IPS officers, including promotee, working at different positions against the total strength of 172, according to the Home Ministry data.
