Presidential Awards to 37 Officers of the Customs, Central Excise and ED



This year a record 37 officials of the Customs & Central Excise and Enforcement Directorate have been selected for grant of Presidential Award of Appreciation Certificate for ‘Specially distinguished record of service’. Every year, the officers from these departments are considered for grant of Presidential Award of Appreciation Certificate for ‘exceptionally meritorious service rendered at the risk of life’ and for Presidential Award of Appreciation Certificate for ‘specially distinguished record of service’ on their achieving and maintaining excellence in the discharge of their duties. These awards are announced on the eve of Republic Day.

These officers have been selected on the basis of their exemplary and flawless performances in the field of service. The awardees selected this year represent various cadres viz; Commissioner , Directors, Superintendents, Inspectors and Drivers who have been consistently committed to the department in various fields like the prevention of smuggling of goods and Narcotics Drugs , Detecting Tax evasion , Detection of Foreign Exchange Violations and Money Laundering cases by booking /  arresting the  offenders and seizing the smuggled goods etc. Besides,  many awardees  have shown brilliance and given commendable performance in other fields as varied as achieving revenue mobilization, development of software for automation at Central Excise formations, streamlining Business Processes for reducing litigations , preparing GST (Goods and Service Tax) Model, effectively defending cases in the Tribunals and High Courts, preparing informative web sites for revenue officers, writing books on subjects relating to Service Tax, drafting Constitution Amendment Bill for GST, providing consultancy services to Customs authorities of developing nations, as well as deft handling of administrative work .

Subject: Eligibility of Unmarried Daughters of Armed Forces personnel for grant of Family Pension beyond 25 years of Age.
Sir,
The undersigned is directed to refer to this Ministry’s ID No.878/A/D(Pen/Sers)/04 dated 21.9.2004 extending the provisions of Department of P&PW OM No. 1/19/03-P&PW (E) dated 25.08.2004 and this Ministry’s letter No.I (3)/2007-D(Pen/Policy) dated 25.10.07 which makes unmarried / widowed / divorced daughter eligible for family pension beyond 25 years of age subject to fulfilment of other prescribed conditions, Attention is also invited to this Ministry’s ID No.9(6)/2007-D(Pen/Policy) dated 21.2.2008 under which it was clarified in consultation with Department of P&PW that liberalised family pension/special family pension (dependent pension) was not covered under the provisions of this Ministry’s above said letter dated 25.10.2007. A lot of references are being received in this Ministry for making unmarried/widowed/divorced daughter eligible for grant of liberalised family pension/special family pension beyond 25 years of age, if otherwise in order.
References are also being received in this Ministry for dissolving the provisions contained in Regulation 230(c) of Pension Regulations for the Army Part — 1(1961) and similar provision in Pension Regulations for Navy and Air Force, which debars unmarried daughters for continuance of Special Family pension if they were in receipt of children allowance even after disqualification of all other eligible heir(s).
2. The above matter is considered by the Government and it has been decided in consultation with Department of P&PW that unmarried/widowed/divorced daughter also be eligible for grant of liberalised / special family pension beyond 25 years subject to fulfilment of other prescribed conditions as hitherto fore. It has also decided that all unmarried/widowed/divorced daughters, who were earlier or otherwise eligible for children allowance, shall also be sanctioned I liberalised family pension subject to other conditions being fulfilled. The allowance, if being paid, shall be discontinued from the date special/liberalised family pension is sanctioned under these orders. The provisions contained in Regulations 230(c), 239 & 240 of Pension Regulation for the Army Part – 1(1961) and similar provisions in Pension Regulations for the Navy and Air Force shall stand modified to that extent.
3. The family pension to unmarried/widowed/divorced daughters above the age of 25 years shall be payable if all other eligible children below the age of 25 years have ceased to receive family pension and there is no disabled child to receive the family pension. Family pension shall be payable to unmarried/widowed/divorced
daughter in order of their date of birth and younger of them shall not be eligible unless the next above has become ineligible for grant of family pension.
4. This order will take effect from 6.9.2007 i.e., the date from which Ordinary Family Pension was allowed to unmarried daughters by DoP&PW.
5. This issues with the concurrence of Finance Division of this Ministry vide their UO No. 10(8)/2012/Fin/Pen dated 21.11.12.

Rail fares to go up from Jan 21


NEW DELHI, JAN 9:


Train fares will be hiked from January 21 for all passengers including the AC-1 and AC-2 tier passengers who were affected in early 2012.

The hike will be 2 paise per km to 10 paise per km across classes. All fares will be rounded off to Rs 5 and there will be no fare hike in the Railway Budget.

The fare hikes are higher than what was proposed in the Rail Budget 2012.

Making a case for reasonable fare hike, Bansal said that the passenger segment losses are likely to touch Rs 25,000 crore in the current fiscal.

He said that the slowdown has further impacted railways' earnings.

Railway Minister Pawan Bansal had stated his support for fare hike immediately after taking over in October 2012.

Subject: Fixation of ‘range of seniority’ for promotion of Stenographers Grade ‘D’ to Personal Assistant (PA) Grade of CSSS for the Select List Year 2011.
   The undersigned is directed to say that it has been decided to fix the ‘range of seniority’ (zone of promotion) for making additions to the Select List of PA Grade (Seniority Quota) of CSSS for the Select List Year 2011 as follows:
UR/SC/ST CategoryAll unabsorbed and eligible Stenos Grade ‘D’ of the previous zones, remaining Steno ‘D’ of SL year 1996 and Stenos Grade ‘D’ upto the Select List Year 1999.

   3. If required, the above zone of promotion may be further extended or restricted keeping in view the number of eligible officers available against the number of vacancies.
   4. All the Cadre Units of CSSS are requested to place the cases of all eligible Stenographers Grade ‘D, who are covered within the prescribed ‘range of seniority’ and who have not yet been included in the Select List of PAs of CSSS, before the Departmental Promotion Committee (DPC) to assess their suitability or otherwise for promotion to the PA Grade of CSSS. The recommendations of the DPC along-with vigilance clearance in respect of all the eligible officer(s) concerned who are working in the Cadres Units including those who have been transferred to the Cadre Units from other Cadre Units on their ad-hoc promotion to PA Grade of CSSS, may be furnished to this Department in the Annexures – I. II & III so that a consolidated order for their regular promotion may be issued by this Department. Detailed incumbency position in the PA grade may also be furnished to this Department in the Annexure-IV.
   5. Cadre Units are also requested to get the Annexure-V filled up from the concerned Steno Grade ‘D’ who have been found suitable for promotion as PA and forward the same along with the recommendations of the DPC and vigilance clearance. In case, no option for preference for posting is received from any official, the nomination/transfer shall be made keeping in view the number of vacancies in Cadre Units of CSSS. It is requested that complete information in the prescribed annexures may be furnished to this Department Latest by 31.1.2013 positively so that a consolidated order may be issued by this Department.

Extension of the revised orders on encashment of Earned Leave and Half Pay Leave to industrial employees.

Subject: Extension of the revised orders on encashment of Earned Leave and Half Pay Leave to industrial employees.

The undersigned is directed to state that the matter regarding extension of revised orders on encashment of Earned Leave and Half Pay Leave to industrial employees at par with the non industrial Central Government employees covered by the CCS (Leave) Rules, 1972 has been under consideration of this Department. It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the provision of this Department's OM No. 14028/3/2008- Est-t.(L) dated 25th September,2008, mutatis mutanclis to industrial employees of Ministries/Department other than Railways. Accordingly, industrial employees shall be entitled to encash both Earned Leave and Half Pay Leave, subject to overall limit of 300. Cash equivalent payable for Earned Leave shall continue unchanged. However, cash equivalent payable for Half Pay Leave shall be equal to leave salary admissible for Half Pay Leave plus Dearness Allowance admissible on the leave salary without any reduction being made on account of pension and pension equivalent of other retirement benefit payable. To make up for the shortfall in Earned Leave, no commutation of Half Leave shall be allowed. This Department's OM No. 14028/25/94-Estt.(L) dated 7' October, 1996 stands amended to this extent.

2 These order shall take effect from the date of 07.11.2006, the date from which accumulation and encashment of 300 days EL were allowed to them and subject to the following conditions:
(i)  The benefit will be admissible in respect of past cases i.e. relating to period w.e.f. 07.11.2006 to till date, on receipt of applications to that effect from the pensioner concerned by the Administrative Ministry concerned.
(ii)  In respect of retirees (retired after 07.11 .2006), who have already received encashment of earned leave of maximum limit of 300 days together with encashment of 1--IPL, standing at their credit on the date of retirement, such cases need not be reopened. However, such cases of Government servant considered as Industrial employees retiring after 07.11,2006, in which there was a shortfall in reaching the maximum limit of 300 days can be reopened.

Subject: Eligibility of Unmarried Daughters of Armed Forces personnel for grant of Family Pension beyond 25 years of Age.
Sir,
The undersigned is directed to refer to this Ministry’s ID No.878/A/D(Pen/Sers)/04 dated 21.9.2004 extending the provisions of Department of P&PW OM No. 1/19/03-P&PW (E) dated 25.08.2004 and this Ministry’s letter No.I (3)/2007-D(Pen/Policy) dated 25.10.07 which makes unmarried / widowed / divorced daughter eligible for family pension beyond 25 years of age subject to fulfilment of other prescribed conditions, Attention is also invited to this Ministry’s ID No.9(6)/2007-D(Pen/Policy) dated 21.2.2008 under which it was clarified in consultation with Department of P&PW that liberalised family pension/special family pension (dependent pension) was not covered under the provisions of this Ministry’s above said letter dated 25.10.2007. A lot of references are being received in this Ministry for making unmarried/widowed/divorced daughter eligible for grant of liberalised family pension/special family pension beyond 25 years of age, if otherwise in order.
References are also being received in this Ministry for dissolving the provisions contained in Regulation 230(c) of Pension Regulations for the Army Part — 1(1961) and similar provision in Pension Regulations for Navy and Air Force, which debars unmarried daughters for continuance of Special Family pension if they were in receipt of children allowance even after disqualification of all other eligible heir(s).
2. The above matter is considered by the Government and it has been decided in consultation with Department of P&PW that unmarried/widowed/divorced daughter also be eligible for grant of liberalised / special family pension beyond 25 years subject to fulfilment of other prescribed conditions as hitherto fore. It has also decided that all unmarried/widowed/divorced daughters, who were earlier or otherwise eligible for children allowance, shall also be sanctioned I liberalised family pension subject to other conditions being fulfilled. The allowance, if being paid, shall be discontinued from the date special/liberalised family pension is sanctioned under these orders. The provisions contained in Regulations 230(c), 239 & 240 of Pension Regulation for the Army Part – 1(1961) and similar provisions in Pension Regulations for the Navy and Air Force shall stand modified to that extent.
3. The family pension to unmarried/widowed/divorced daughters above the age of 25 years shall be  payable if all other eligible children below the age of 25 years have ceased to receive family pension and there is no disabled child to receive the family pension. Family pension shall be payable to unmarried/widowed/divorced
daughter in order of their date of birth and younger of them shall not be eligible unless the next above has become ineligible for grant of family pension.
4. This order will take effect from 6.9.2007 i.e., the date from which Ordinary Family Pension was allowed to unmarried daughters by DoP&PW.
5. This issues with the concurrence of Finance Division of this Ministry vide their UO No. 10(8)/2012/Fin/Pen dated 21.11.12.
