Subject:- Extension of the revised orders on encashment of Earned Leave and Half Pay Leave to industrial employees.
The undersigned is directed to state that the matter regarding extension of revised orders on encashment of Earned Leave and Half Pay Leave to industrial employees at par with the non industrial Central Government employees covered by the CCS (Leave) Rules, 1972 has been under consideration of this Department. It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the provision of this Department’s OM No. 14028/3/2008-Estt.(L) dated 25th September 2008, mutatis mutandis to industrial employees of Ministries/Department other than Railways. Accordingly, industrial employees shall be entitled to encash both Earned Leave and Half Pay Leave, subject to overall limit of 300. Cash equivalent payable for Earned Leave shall continue unchanged.
However, cash equivalent payable for Half Pay leave shall be equal to leave salary admissible for Half Pay Leave plus Dearness Allowance admissible on the leave salary without any reduction being made on account of pension and pension equivalent of other retirement benefit payable. To make up for the shortfall in Earned Leave, no commutation of Half Leave shall be allowed. This Department’s OM No. 14028/25/94-Estt.(L) dated 7th October,1996 stands amended to this extent.
2. These order shall take effect from the date of 07.11.2006, the date from which accumulation and encashment of 300 days EL were allowed to them and subject to the following conditions;-
(i) The benefit will be admissible in respect of past cases i.e. relating to period w.e.f. 07.11.2006 to till date, on receipt of applications to that effect from the pensioner concerned by the Administrative Ministry concerned
(ii) In respect of retirees (retired after 07.11.2006). who have already received encashment of earned leave of maximum limit of 300 days together with encashment of HPL standing at their credit on the date of retirement, such cases need not be reopened. However, such cases of Government servant considered as Industrial employees retiring after 07.11.2006, in which there was a shortfall in reaching the maximum limit of 300 days can he reopened.

Sub: Exemption of Transport Allowance from the purview of Income Tax- Enhancement of exemption limit from Rs. 800/- to Rs. 3200/- plus D.A. thereon.
The undersigned is directed to draw the attention of the Ministry of Finance (Department of Revenue) Central Board of Direct Taxes towards para 5.2(10) (i) at page 14 of their circular No. 05/2011 dated 16.08.2011 wherein it has been specified that the transport allowance granted to an employee to meet his expenditure for the purpose of commuting between the place of his residence and the place of duty is exempt to the extent of Rs. 800/- per month.
Representations are being received in the Ministry of Railways from various federations of Railways. The Federations have represented that Transport Allowance was introduced with the concept of providing financial support to the Central Government Employees who incur considerable amounts for their day-to-day travel from their residence to the work place. This had materialized based on the recommendations of the V CPC which introduced Transport Allowance in 3 slabs at the rate of Rs.100. Rs.400 and Rs.800, based on the classification of the cities/towns under Urban Agglomeration Act. Further, a prerequisite was introduced to allow this facility for those who stay beyond 1 km radius from the place of work.
A decision was taken to equate such allowance on par with normal Travelling/Daily Allowance and these amounts have also been exempted from computation of annual income and exempted from the purview of Income Tax vide Income Tax (Eighth Amendment) Rules, 1995 notified vide F.No.142/9/95-TPL dt. 7-7-1995.
The VI CPC, while reviewing the system of grant of Transport Allowance has recommended to enhance the same from Rs.100 to Rs.800, Rs.400 to Rs.1600 and Rs.800 to Rs.3200, for Pay Bands 1 to 4 respectively. The City Compensatory Allowance was Withdrawn. It was also recommended to provide the coverage of DA. to Transport Allowance as per increase in the Consumer Price Index.
Ministry of Finance are therefore requested to include the request of the Railways for taking due action for enhancing exemption of Transport Allowance from the purview of Income Tax from Rs. 800/- to Rs. 3200/- plus DA Thereon.
No proposal for wage revision is pending in Bharat Electronics Ltd. (BEL), Mazagon Dock Ltd. (MDL), Mishra Dhatu Nigam Ltd. (MIDHANI), Bharat Dyanamics Ltd. (BDL), BEML Ltd. (BEML), Goa Shipyard Ltd. (GSL) and Hindustan Shipyard Ltd. (HSL). The position regarding other Defence Public Sector Undertakings is as under:-
Hindustan Aeronautics Ltd. (HAL) and Garden Reach Shipbuilders & Engineers Ltd. (GRSE): The wage revision of workmen was due with effect from 01.01.2012. The recognized unions have submitted their charter of demands for the wage revision. The negotiations will be concluded and settlement reached on receipt of guidelines from Department of Public Enterprises (DPE).
This information was given by Minister of State for Defence Shri Jitendra Singh in a written reply to ShriMahabal Mishrain Lok Sabha today.
Rail passengers may be in for some relief this winter. The Railways has, for the first time, launched a dedicated web portal for trains affected by fog.
The site will enable passengers to monitor the movement of trains in real-time, officials said.
During fog, passengers travelling via Uttar Pradesh, Bihar, Delhi and Punjab can face delays of up to 24 hours or more.
The online portal will provide elaborate information to commuters under three categories — report on fog along certain routes over the previous 24 hours, currently-running trains affected by fog, and cancellations and diversions of trains.
“The site will be updated every 2-10 minutes across all three categories. The initiative will help passengers make smart decisions with updated information,” a senior Railways official said.
The fog inquiry portal can be accessed through a hyperlink on trainenquiry.com or at trainenquiry.com/fog. The website has been created by Centre for Rail Information Systems (CRIS) in collaboration with railyatri.in.
“Planning your travel on trains can be smarter if information is available to passengers on time. With this initiative, we not only bring train information but also route/station status,” Sunil Bajpai, Group General Manager, CRIS, said.
According to officials, fog-related information will help nearly 60 to 70 lakh passengers every day.
Although, Railways has announced two helpline numbers, in addition to its helpline, 139, apart from an SMS helpline, a dedicated online portal was started considering the huge volume of passengers.
“This is a pilot project. Based on the success of this initiative, we can see how best to convey information pertaining to other weather conditions,” Bajpai said.

Subject: Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. regarding.
The undersigned is directed to refer to this Department's OM No.18/44/88-Pay-I datel 07.12.2009 on the above subject which provides that the Advance Increments granted to Stenographers of Subordinate Offices on qualifying speed test in shorthand at 100/120 w.p.m. are treated as pay for all purposes.
2. Consequent upon implementation of CCS (RP) Rules 2008, the concept of Pay Bane& Grade Pay has been introduced. Since there are no fixed rates of increments now, the manier in which advance increment(s) are to be computed has been considered in consultation with the Department of Expenditure. The grant of advance increments to Stenographers of Subordinate Offices on qualifying the speed test in shorthand at 100/120 w.p.m. after 1.1.2006 may be regulated as under:-
a) In terms of the instructions contained in this Department's OM No.18/44/89-Estt (Pay I) dated 07.12.2009, the advance increments granted to Stenographers of Subordinate Offices on qualifying Speed Test in Shorthand at 100/120 w.p.m. in terms of Department of Expenditure OM dated 04.10.1975 are to be treated as pay for all purposes and the past cases are also to be regulated accordingly. These advance increments were therefore to be taken into account for fixation in the Revised Pay for those officials who were in receipt of such increments in the pre- revised pay. In such cases, the advance increments will no longer continue as a separate element.
b) In respect of persons who become, eligible for grant, of advance increments consequent upon implementation of CCS (RP) Rules, 2008, the advance increment may be calculated by granting increment @ 3% of the Basic Pay on the date of passing of the test. Two advance increments may be calculated by granting two increments @ 3 % of the Basic Pay on the date of passing the test. The amount of this increment may be treated as a separate element in addition to the Basic Pay (Pay in the Pay Band + Grade Pay), till such advance increments are taken into account as per (c).
c) Once the advance increments are taken into account for the purpose of pay fixation on promotion or being placed in a higher scale on grant of ACP/MACP or fixation of pay due to revision of pay scale etc., the advance increments will no longer be continued as a separate element as it will be merged with the basic pay.
3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders will be issued after consultation with the Comptroller and Auditor General of India.

नई दिल्ली।। आपके प्रविडेंट फंड में कितना पैसा जमा है इस बारे में अब आपको ऑनलाइन जानकारी मिल जाएगी। एंप्लॉयीज प्रविडेंट फंड ऑर्गनाइजेशन (ईपीएफओ) ने शुक्रवार से ई-पासबुक सेवा की शुरुआत की है जो ऑनलाइन पीएफ अकांउट से जुड़ी जानकारियां मुहैया कराएगी।
करोड़ों को फायदा : ईपीएफओ के इस कदम से पांच करोड़ से ज्यादा एंप्लॉयीज को सुविधा मिलेगी। वैसे ऐक्टिव सब्स्क्राइबर जिनका इलेक्ट्रॉनिक चालान-कम-रिटर्न पहले से ही अपलोड है वे हर महीने अपना ई-पासबुक डाउनलोड कर सकते हैं। यह सुविधा www.epfindia.gov.in पर उपलब्ध होगी।
जो नहीं हैं ऐक्टिव : जो लोग ऐक्टिव नहीं हैं यानी जिन्होंने नौकरी छोड़ दी है और जिनका अकाउंट ऑपरेटिव नहीं है उन्हें भी इस सुविधा का फायदा मिल सकता है। ईपीएफओ की तरफ से कहा गया कि इसके लिए उन्हें बस रिक्वेस्ट करनी होगी।
आसान है इस्तेमाल : ईपीएफओ के पोर्टल पर इसका कोई भी मेंबर आसानी से खुद को रजिस्टर कर सकता है। इसके लिए फोटो पहचान पत्र (पैन, आधार, ड्राइविंग लाइसेंस, पासपोर्ट, वोटर आईडी आदि) और मोबाइल नंबर की जरूरत पडे़गी। मोबाइल नंबर पासवर्ड के तौर पर काम करेगा। रजिस्ट्रेशन के बाद कोई भी मेंबर कई तरह की आईडी जोड़ सकता है और उनमें से किसी एक का उपयोग लॉग इन के लिए कर सकता है। रजिस्टर होने के बाद अपना अकाउंट नंबर डालकर कोई पासबुक डाउनलोड कर सकता है।
ये नहीं कर पाएंगे इस्तेमाल : इस सुविधा का इस्तेमाल वे मेंबर नहीं कर पाएंगे जो ईपीएफ योजना 1952 के तहत आते हैं। इसके अलावा जिनका अकाउंट ऑपरेटिव नहीं है वे भी इस सुविधा से वंचित रहेंगे।
ऐसे करें आधार से जुड़ी जानकारी में बदलाव: आधार कार्ड रखने वाले लोग अब इससे जुड़ी जानकारियों में सुधार या अपडेट ऑनलाइन या पोस्ट के जरिए कर सकेंगे। आइए देखते हैं कैसे- ऑनलाइन तरीकाः www.uidai.gov.in वेबसाइट पर अपडेट वाले ऑप्शन में जाकर आधार कार्ड नंबर के जरिए लॉग इन करना होगा। इसके बाद रजिस्टर्ड मोबाइल नंबर पर वन टाइम पासवर्ड भेजा जाएगा। इसके जरिए लॉग इन करने के बाद जरूरी डॉक्युमेंट्स अपलोड करने होंगे। अधिकारी फोन पर कॉल करके कंफर्म करेंगे। इसके बाद रिक्वेस्ट अप्रूव होने पर आप अपना नया आधार लेटर वेबसाइट से डाउनलोड कर सकते हैं। अपडेट का स्टेटस भी चेक किया जा सकेगा।
पोस्ट के जरिएः बदलाव या अपडेशन की रिक्वेस्ट संबंधित डॉक्युमेंट्स के साथ आधार के रीजनल ऑफिस भेजना होगा।
