The exemption limit for the general category of individual taxpayers has been enhanced to Rs. 2,00,000 from Rs. 1,80,000 in the General Budget 2012-13, presented by the Union Finance Minister Shri Pranab Mukherjee in the LokSabha here today. This measure will provide tax relief uptoRs. 2,000 to every taxpayer in this category.

The Finance Minister, Shri Mukherjee introduced the DTC (Direct Taxes Code) rates for personal income tax, marking progress in the direction of movement towards DTC and GST (Goods and Services Tax).



It has also been proposed to raise the upper limit of 20 per cent tax slab from Rs. 8 lakh to Rs. 10 lakh. The proposed personal income tax slabs are:

Income above Rs. 5 lakh and upto Rs.10 lakh20 per cent
Income above Rs. 10 lakh30 per cent
In another relief to the individual taxpayers, a deduction of uptoRs. 10,000 has been proposed for interest from savings bank accounts. This would help a large number of small taxpayers with salary incomes uptoRs. 5 lakh and interest from savings bank accounts uptoRs. 10,000 as they would not be required to file income tax returns.

It has also been proposed to allow deduction of Rs. 5,000 for preventive health check up.

For senior citizens not having income from business, it has been proposed to exempt them from payment of advance tax.

Sub:- Exemption of Transport Allowance from the purview of Income Tax -Enhancement of exemption limit from Rs.800 to Rs.3200 plus D.A. thereon.
The undersigned is directed to draw the attention of the Ministry of Finance (Department of Revenue) Central Board of Direct Taxes towards para 5.2(10) (i) at page 14 of their Circular No. 05/2011 dated 16.08.2011 wherein it has been specified that the transport allowance granted to an employee to meet his expenditure for the purpose of commuting between the place of his residence and the place of duty is exempt to the extent of Rs. 800/- per month.


Representations are being received in the Ministry of Railways from various federations of Railways. The Federations have represented that Transport Allowance was introduced with the concept of providing financial support to the Central Government Employees who incur considerable amounts for their day-to-day travel from their residence to the work place. This had materialized based on the recommendations of the V CPC which introduced Transport Allowance in 3 slabs at the rate of Rs. 100. Rs. 400 and Rs. 800, based on the classification of the cities/towns under Urban Agglomeration Act. Further, a prerequisite was introduced to allow this facility for those who stay beyond 1 km radius from the place of work.
A decision was taken to equate such allowance on par with normal Travelling/Daily Allowance and these amounts have also been exempted from computation of annual income and exempted from the purview of Income Tax vide Income Tax(Eighth Amendment) Rules, 1995 notified vide F.No. 142/9/95-TPL dt. 7-7-1995.
The VI CPC, while reviewing the system of grant of Transport Allowance has recommended to enhance the same from Rs. 100 to Rs. 800, Rs. 400 to Rs. 1600 and Rs. 800 to Rs. 3200, for Pay Bands 1 to 4 respectively. The City Compensatory Allowance was Withdrawn. It was also recommended to provide the coverage of D.A. to Transport Allowance as per increase in the Consumer Price Index.
Ministry of Finance are therefore requested to include the request of the Railways for taking due action for enhancing exemption of Transport Allowance from the purview of Income Tax from Rs. 800/- to Rs. 3200/- plus DA Thereon.

Grant of Privilege Passes/PTOs to dependent relatives — raising the income ceiling limit.

Sub:- Grant of Privilege Passes/PTOs to dependent relatives — raising the income ceiling limit.
Pursuant to 6th Pay Commission recommendations, Board vide letter No. E(W)97/PS 5-1/71 dated 31-8-2009 have issued instructions raising the income ceiling for grant of Privilege Passes/PTOs to dependent relatives of railway servants indicating that a dependent relative in reletion to a railway servant as defined in Para-2(C) of the Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) shall be considered eligible for entitlement of Passes/PTOs if his/her income does not exceed minimum Pension/family pension i.e.` 3500/- and Dearness Relief thereon or 15% of the basic pay of the Railway servant, whichever is more.


NFIR has now brought out that aforesaid instructions are not being followed scrupulously in some of the Zonal Railway.
It is therefore reiterated that the instructions cited under reference shall be implemented in letter and spirit to avoid hardship to railway employees having dependent relatives, eligible for inclusion in the pass facility as per the said criteria.

Subject: – Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2011-12 — Extension of orders to Autonomous Bodies.

Orders have been issued vide this Ministry’s Office Memorandum No. 7/24/2007 E-III (A) dated 5th October, 2012 authorizing 30 days emoluments as Non-PLB (Ad-hoc bonus) for the accounting year 2011-12 to the eligible Central Government employees not covered by the Productivity Linked Bonus Schemes, subject to terms and conditions laid down therein.
2. The undersigned is directed to say that it has now been decided that the Non-PLB (Ad-hoc) bonus so admissible subject to the terms and conditions laid down in the aforesaid orders, may be extended to the employees of autonomous bodies, partly or fully funded by the Central Government which (i) follow the pattern of pay structure and emoluments identical to that of the Central Government and (ii) do not have any bonus or ex-gratia or incentive scheme in operation.
3. In case of doubt as to the operation of these orders the clarificatory orders, circulated vide this Ministry’s O.M. No.14(10)E-Coord/88 dated 4.10.88, as amended from time to time, may be kept in view, mutatis mutandis.
4. Any request for funding by the Government to meet the liability on account of Non-PLB (Ad-hoc bonus) in respect of various autonomous organizations would not be considered by the administrative Ministries concerned, having regard to the _stipulation of aforesaid O.M. dated 5th October, 2012 that the expenditure on Non-PLB (Ad-hoc bonus) should be met from within the existing budgetary provisions of the respective organizations. While the Autonomous Bodies not funded by the Central Government may also adopt these orders as per their own administrative and financial judgment in respect of their employees, no liability for funding will in any case lie on the Central Government on this account.

Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2011-12.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2011-12 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Militrary Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-

(1) Only those employees who were in service as on 31.3.2012 and have rendered at least six months of continuous service during the year 2011-12 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).
(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/30.4=Rs.3453.95 (rounded off to Rs. 3454/-)
(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more(206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.
(iv) All payments under these orders will be rounded off to the nearest rupee.
(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)—E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.
3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2011-2012

Subject : Payment of Productivity Linked Bonus to all eligible non-gazetted Railway employees for the financial year 2011-2012.


The President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2011- 12 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where wages exceed 3500/- per month, Productivity Linked Bonus will be calculated as if ‘wages’ are 3500/- p.m.

2. ‘Wages’ for the purpose of calculating Productivity Linked Bonus shall include ‘Basic pay’ as defined in the Railway Services (Revised Pay) Rules, 2008 and dearness allowance drawn during the financial year 2011-12. Other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry’s instructions and clarifications issued from time to time, shall remain unchanged.

3. It has also been decided that in the case of eligible employees mentioned in Para 1 above who were not placed under suspension, or had not quit service/retired/expired during the financial year 2011-12 or were on leave where leave salary admissible is not less than that admissible on leave on average pay, may be paid an amount of 8975/- towards Productivity Linked Bonus for the financial year 2011-12. In the case of employees other than those mentioned above, the amount of Productivity Linked Bonus may be calculated in accordance with the extant instructions on the subject.

4. Further, in relaxation to the provisions in Rules 905(2), 908 and 909 of State Railway Provident Fund Rules, as contained in Chapter 9 of R-I/1985 edition (2003 Reprint edition), such of the subscribers to the SRPF as are entitled to Productivity Linked Bonus may, if they so desire, deposit the whole or part of the amount admissible under the Scheme in their respective State Railway Provident Fund Accounts.

5. Disbursement of Productivity Linked Bonus for the financial year 2011-12 to all eligible non¬gazetted Railway employees mentioned in Para 1 above should be made on priority and may be paid in Cash/ECS as per the salary mode before the ensuing Puja/Dussehra holidays.

6. This issues with the concurrence of Finance Directorate of the Ministry of Railways.

Over 50 companies to attend Indian American job fair in Chicago

Washington: Over 50 major companies, including IBM, Infosys and Abbot Labs, will participate in a job fair being organised in Chicago by an Indian-American organisation.

The day-long job fair to be held on October 17 is being organised by Indo-American Community Services (IACS) and will see participation from companies like IBM, Abbot Labs, W.W, New York Life Insurance, Caterpillar, Walgreens, Infosys, Grainger, Mass Mutual, HCL Global Systems and Bourntec, a media release said.

Participating companies are expected to have open positions for entry-level, mid-career and senior level positions in varied career fields, including financial and accounting services, information technology, engineering, healthcare, marketing and sales, it added.

"IACS is the first Indian organisation in the US to host such a job fair," its Chairman Sreenivas Katragadda said.

"We have done this for the past two years and have had an excellent response from employers and career seekers in the Greater Chicago area. The community, at large, benefits from this job fair," he added.

Founded in 2010 by a group of technology executives, entrepreneurs and professionals of Indian origin based in the Chicago area, IACS is a not-for profit association based in the Greater Chicago area.

Its mission is to nurture and foster the development of the South Asian community in the region through job fairs, women's empowerment forums, student internships and professional networking opportunities, the statement added.
